The first eight digits represent geographical regions, while the ninth digit is reserved for the Army Postal Service. The first digit of a PIN represents the zone, the second represents the sub-zone, and the third represents the sorting district within that zone when the first two are combined.
The third digit of a PIN, when combined with the first two digits, signifies a sorting district, which is headquartered at the main post office of the region’s largest city and is known as the sorting office (unless in the case of the Army’s functional zone). Depending on the volume of mail handled, a state may have one or more sorting districts.
